The Village of Ashville Council convened in regular session from 7:00 P.M. to 7:48 P.M. in the council meeting room at 93  West Main Street, Ashville, Ohio 43103.  Mayor Chuck Wise called the meeting to order with the Pledge of Allegiance, an Invocation and Moment of Silence.  The following members and visitors present:

MINUTES OF THE PREVIOUS MEETING

The minutes of the April 3, 2006 regular council meeting were approved, as presented, upon a motion by Chester Gloyd, seconded by Terry Moore.  All votes were yea.     

DEPARTMENTAL REPORTS:

1.  PLANNING & ZONING . . . Chester Gloyd reported on the April 5, 2006 Special Meeting.  He said that the Final Plat for Suburban was reviewed and approved with the stipulation that the Village of Ashville's engineer approves the final plat and that no building begins until after the engineer's approval.  The report was accepted upon a motion by Keith Moore, seconded by Terry Moore.

2.  TAX ADMINISTRATOR . . . Mayor Wise reported that the tax administrator was unable to attend because of appointments at the administration building.

3.  POLICE . . . Officer Jeff George highlighted items from the March 2006 Activity Report that had been previously distributed to council.  Also, he noted that Sgt. Zimmerman was now certified as a unit instructor for the Ohio Peace Officer Training Basic Academy and that Chief Pennington had toured the Ohio Homeland Security Headquarters.  The report was accepted upon a motion by Chester Gloyd, seconded by Keith Moore.

4.  VILLAGE ADMINISTRATOR . . . Franklin Christman reported that he was working on policies and procedures for employee use of village property using the Best Practices from the Ohio Attorney General as the basis for them.  The VA reported on several upcoming events:  Relay for Life on May 19 & 20 at Teays Valley High School, The Viking Festival set for the end of the month at the Village Park and public meetings on the JEDD in May with date, time & location to be announced.  Upon the suggestion of the VA, council agreed to hold a public information meeting on the JEDD as part of the Council Meeting on Monday, May 15, 2006.  Christman handed out a Fax from Dennis Urban concerning proposed sanitary and storm sewer improvements for the Suburban Village Subdivision with some cost sharing between the developer and village.  Terry Moore questioned the engineering data for the Suburban Village by saying that it seems to change each time we have a meeting.  Chester Gloyd pointed out that was the reason that P&Z conditioned the approval of the final plat on the engineer's approval of the engineering for the subdivision.  The Clerk/Fiscal Officer pointed-out that storm sewer improvements fell under the General Fund and that council would have to find a way to finance projects.  The VA reminded council that the developer had been informed that he would be responsible for the cost of changes made necessary by the subdivision.  The VA was asked to invite all parties to a meeting.   

COUNCIL COMMITTEE REPORTS: (04-10-06)

1.  OF THE WHOLE . . . Mayor Wise reported that several items were approved:  donating the surplus police cruiser to the Harrison Township Fire Department if needed, authorizing the purchase of a 1996 Jeep Cherokee for the Water Department, creating the position of Park Coordinator and changing the position of Administrative Assistant to exempt status.  The Mayor said that discussions were held on changing the income tax collections to in-house and developing recreational opportunities at the well field by the creek.
